SAI SPORTS PROMOTIONAL SCHEME

All the Schemes of Sports Authority of India were reviewed by a Sub-Committee, constituted by the Government of India with a view to prepare 10th Plan Document.The recommendations given by the Sub-Committee were incorporated in the 10th Plan Document and the same was got approved by the Governing Body of SAI. All the modifications proposed in the Scheme were included and implemented. Keeping the above the Sports Authority of India with a view of promotes sports at Sub-Junior, Junior and Senior levels is implementing the under mentioned schemes all over the country :-

  1. National Sports Talent Contest Scheme (NSTC) - for Sub-Junior level trainees
  2. Army Boys Sports Company Scheme (ABSC) - for Sub-Junior level trainees
  3. SAI Training Centres Scheme (STC) - for Junior level trainees
  4. Extension Centre of STC /SAG
  5. Special Area Games Scheme (SAG) - for Junior level trainees
  6. Centre of Excellence Scheme (COX) - for Senior level trainees

NATIONAL SPORTS TALENT CENTRE CONTEST SCHEME (NSTC)

  1. National Sports Talent Contest, (NSTC) Scheme is being implemented to scout sports talent in the age group of 8-14 years from schools and nurture them into future medal hopes by providing scientific training.
  2. Under the Scheme, schools having good sports infrastructure and record of creditable sports performances are adopted by SAI. The Scheme enables the budding sportsperson to study and play in the same school. In addition to the main scheme of NSTC (launched 1985) wherein regular schools are adopted, a few distinct sub-schemes were launched to further reach out to sports talent in India, even those participating in indigenous sports and games. These sub-schemes of NSTC include:
    (i) Indigenous Games & Martial Arts (IGMA) (2001)
    • Akharas (2003)
  3. Disciplines covered under the NSTC:
    1. schools - Athletics, Basketball, Football, Gymnastics, Hockey, Kabaddi, Kho-Kho, Swimming Table Tennis, Volleyball & Wrestling (11 Disciplines).
    2. IGMA - Archery, Gatka, Kabaddi, Kalariapayatu, Mukna, Thang-Ta, Silambam, Khomlainai (08 Disciplines)
    3. Akharas – Wrestling (1 Discipline)
  4. NS NIS trained coaches are provided to adopted schools & akhara.
    1. For Regular schools/ Akharas - Trainees, who are medal winners in State/National Level Competitions are automatically admitted into the Scheme, subject, to their being found medically fit. Trainees who are medal winners at District Level Competition or have participation in State Level Competitions are admitted subject to their being found fit medically and physically and also have the required potential which is assessed by battery of tests.
    2. For selection from the remote, tribal & coastal areas, the trainees are also selected through competitions organized for the purpose. Selection is done by a Selection Committee consisting of representatives of SAI, School/Akhara, SAI coaches, Sports Scientists etc. The sports persons identified on this basis are offered admission after age verification, medical examination and on found suitable by applying battery of tests.
    3. IGMA - Open competitions are organized for scouting and spotting of talent.
  5. FACILITIES PROVIDED UNDER THE NSTC SCHEME
    Presently under the Scheme, selected trainees are admitted on non-residential basis. However as an exceptional case the trainees have been admitted in two schools on a residential basis and they are provided boarding & lodging facilities instead of stipend.

SAI TRAINING CENTRE SCHEME (STC)

The Earlier (1987) Sports Project Development Area Scheme (SPDA) Scheme and the Sports Hostel Scheme of the SNIPES Board were merged, following a comprehensive study, by the Governing Body of SAI in its meeting held on 25th May, 1995. The new Scheme was titled decided to merge both the Schemes and titled as ‘SAI TRAINING CENTRE, (STC) SCHEME’. The STC scheme was aimed at grooming junior level sports persons in the age group of 14 to 21. Consequent to the scheme being reviewd in 2012, the age group has been changed to 12 to 18 years. In order to establish and run SAI Centres, the State Government were to provide all the infrastructure facilities, with SAI providing boarding and lodging to the selected trainees, scientific training / equipment support and minor current repairs of the infrastructure.


OBJECTIVE:
Main objectives were to make it possible for the Central Government and State Governments to work together for sports development efforts, through integration of various Schemes. Correct existing regional imbalances in sports infrastructure in the Country and within a State. Enable SAI to nurture junior sports talent scientifically who had attained excellence at Sub Junior level under NSTC Scheme and induct them into the STCs/Centres of Excellence, for further scientific and in-depth coaching on a long term basis.

CENTRE OF EXCELLENCE SCHEME (COE)

Centre Of Excellence Scheme - COE
OBJECTIVE
As a natural corollary to the Schemes for Sub-Junior and Junior, the Scheme of Centres of Excellence was started in 1997. The scheme envisaged induction of sportspersons, who had performed well at Sr. National Competitions, for further advanced scientific training at the Regional Centres of SAI for 330 days in a year. These Centres of Excellence operate as regular coaching camps for the best available talent in India and provide concurrent layers of skilled sports persons, giving a wider choice of talent and continuity for selection to National Teams and provide alternative second and third options for the National Teams.
SELECTION CRITERIA:
Sports persons who achieve best four positions in all age group in National Championships in individual events and are winners or Runners-up in Team events are selected. The trainees are admitted in the age group of 12 to 25 years. Those trainees who continue to perform to the desired level at National and International level continue to be covered under the Scheme with age relaxations in deserving cases. Employed trainees are also admitted under the Scheme and are provided the same facilities as those provided to other trainees.
Facilities provided:
COE trainees are provided with the state of art facilities, equipment and scientific back up along with specialized training. The trainees are provided upgraded boarding and lodging facilities, sports kit, sports equipment, competition exposure, insurance, medical expenses etc. as per norms.

SPECIAL AREA GAMES SCHEME (SAG)

Under this Scheme, Centres are started in consultation with the State Governments/ UT Administration
with infrastructure like playing fields, indoor halls equipment support/ coaches etc. entirely by SAI/ Ministry.


OBJECTIVE

Special Area Games (SAG) Scheme aims at scouting natural talent for modern competitive sports and games from inaccessible tribal, rural and coastal areas of the country and nurturing them scientifically for achieving excellence in sports. The Scheme also envisages tapping of talent from indigenous games and martial arts and also from regions/ communities, which are either genetically or geographically advantageous for excellence in a particular sports discipline. The main objective of the Scheme is to train meritorious sports persons in the age group of 12-18 years, with age being relaxed in exceptional cases.

ARMY BOYS SPORTS COMPANY (ABSC)

OBJECTIVE

This is a collaborative venture of SAI with the Indian Army, The main objective of the Scheme is to make use of the good infrastructure and disciplined environment of the Army for training boys in the age group of 8-16 years of age, to achieve excellence in sports. After attaining the required age of seventeen and a half years, the trainees are also offered placement in the Army.


SELECTION CRITERIA

The selection of trainees under the above scheme is done on potential and performance basis.

  1. Trainees who are medal winners in State/National Level Competitions are automatically admitted into the Scheme, subject to age verification and being found medically fit.
  2. Trainees who are medal winners at District Level Competition or have participated in State Level Competitions are admitted, subject to age verification and being medically and physically fit. The potential of the trainee is assessed by a battery of tests.
  3. For selection of raw talent from remote, tribal & coastal areas, competitions are organized for both team as well as individual games. Selection done by a Committee consisting of representatives of SAI, Army & SMC coaches. Selection is done on the basis of:
a. Application of specific games/Skill tests.
b. Verification of age between 8 to 16 years.
c. Application of Battery of tests on sports persons qualifying in the specific games/skill tests & age-verification to assess their potential.
d. Medical examination of sports persons qualifying the above tests.

Archery, Athletics, Basketball, Boxing, Diving, Equestrian, Fencing, Football, Gymnastics, Handball, Hockey, KAYAKING & Canoeing, Shooting, Swimming, Rowing, Volleyball, Wrestling & Weightlifting (18 Disciplines).


Facilities Provided:

Under the Scheme the trainees are provided boarding & lodging, Educational Expenses, Sports kit, Insurance, Medical cover, Competition exposure, besides scientific coaching from experienced SAI coaches.

EXTENSION CENTRE SCHEME

OBJECTIVE

The extension centres of STC/SAG centres Scheme was started to cover schools and colleges for wider coverage in 2005, with a view to develop sports standards in schools and colleges which had requisite basic infrastructure and had shown good results in sports. Trainees in the age group of 12-18 years are adopted under the Scheme.

DISCIPLINES COVERED:

Athletics, Badminton, Basketball, Boxing, Football, Gymnastics, Handball, Hockey, Judo, Kabaddi, Kho-Kho, Shooting, Swimming, Table Tennis, Taekwondo, Volleyball, Wrestling & Wushu (18 Disciplines).

SELECTION OF THE INSTITUTION:

Schools and colleges actively involved in sports and having adequate infrastructure are eligible under this scheme. The institution should have a past history of producing national and international sports persons.

SELECTION OF TRAINEES:

Not more than 20 trainees in a School/College are adopted under the Scheme. The students of nearby schools/colleges can also be admitted. The selection of trainees is done by a duly constituted Committee consisting of (1) Regional Director (SAI) or his representative (2) The Head of the College/Institute or his representative (3) Experts/Coaches from the school/college of the concerned discipline (4) Outstanding sports persons of the area. Age is relaxed in cases of commendable results / exceptional talent.


These Extension Centres are monitored by the nearest STC/SAG and Heads of SAI Regional Centres under whom the respective School/College falls. The power to sanction such Centres vests with the Director General, SAI.

AKHARAS SCHEME

1. Age for induction of trainee under the Akhara Scheme will be, 8-14 years. However, in exceptional meritorious cases subject to approval of DG, SAI. In case a trainee attaining the age of 14 years and above he/she can be induced under nearby STC/SAG/COE Scheme or National Wrestling Academy depending on the performance criteria.

2. Sports Kit @Rs3,000/-p.a. per trainee has been approved (maximum of 20 trainees) within 2 months of the trainee joining the scheme.

3. Competition exposure @Rs.3,000/- per trainee per year (maximum of 20 trainees) will be provided to the trainees for competitions recognized by the State Wrestling Association.

NATIONAL ATHLETICS ACADEMY (For Middle & Long Distance Runners)

Concept

The National Sports Academies forms are the latest offering in Sports Promotional Schemes of SAI. Various Sports Academies are being set up by SAI, in collaboration with the National Sports Federations to attract sports talent in respective discipline in the age group of 12-25 years. The Academy Scheme envisages mordern training centres having good sports facilities,equipment,requisite,sports science infrastucture as well as qualified personnel to meet the daily requirement the trainees. The Sports will have both residential and non-residential trainees. Each Academy will function under tripartite agreement under PPP mode, where in the roles of SAI, the concerned federation and the sponsor shall be defined. One of the major roles of the federations would to be provide greatest inputs through foreign expertise and MOUs with international bodies of the discipilines. The national federations will also make efforts to generate revenue through sponsorship or partnerships.

SAI will work through the five key sports area :

1- Performance Excellence
2- Athletes, Coaching and Leadership
3- Performance Science and Innovation
4- Sports workforce development programme
5- Long term Athletes development

The Programme of academy will provide a holistic approach to training of athletes which will include :

i) Sports nutrition to increase optimal physicial performance (hydration, the fuel sources carbohydrates,proteins,fats, pre and post training and competition nutrition).
ii) Sports Scientific Physical Training (speed,agility,quickness,power,endurance,core stability,hypertrophy and strength).
iii) Mental Preparation programmes (motivation, imagery,goal,setting,self-confidance,concentration,competition prepartion performance anxiety(choking) strategies,stress management and relaxation training).


Startegy and Implementation

Phase-I

The preliminary trails were conducted at every Regional Center/Academic institutions under SAI to select 15-20 Athletes in Boys & Girls (age group of 16-24) Category in middle & long distance events (3000M, 5000M, 10000M) in co-ordination with respective State Athlete Association by publicizing widely through advertisements in local/Regional press. SAI CRC Bhopal conducted the preliminary trials successfully and 275 Boys & Girls Participated in all the three event.

Phase-II

The Selected Athletes from all the Regional Center / Academic institutions partcipated in New Delhi Airtel Half Marathon held on 23rd November 2014 under the technical support from Procam International. The Participating Athletes were provided boarding & lodging etc. at New Delhi. On the Basis of Performance in Airtel Half Marathon 26 Athletes were short listed for the one month camp at SAI Bhopal. 14 Athletes were short listed on the basis of performance from Jr. National Athletics Championship at Vijaywada (26-30 November,2014)

Phase-III

40 Athletes were selected for attending one month special training camp at SAI Bhopal from 8th Dec. 2014 onward under the expertise of Mr. Hugo Van den Broek from Netherlands anic SAI Coches. Post the One Month camp, finally 10 to 12 Athletes will be selected for National Athletics Academy at SAI CRC Bhopal across the three events for intensive grooming & training.
